About the Alliance

Vehicle-grid integration (VGI) represents one of the most promising opportunities to enhance the affordability, reliability, and resilience of Canada's electricity system while accelerating electric vehicle (EV) adoption and decarbonization. It enables EVs to function as flexible grid assets through both managed charging (V1G) and bidirectional vehicle-to-grid (V2G), shifting charging demand and exporting energy back to the grid or local system when it is most valuable.

A national initiative that brings together utilities, electricity planners, regulators, automakers, governments, and technology providers to address barriers to VGI.

The Alliance advances market transformation by establishing the shared frameworks needed to scale VGI across Canada. It will deliver the foundational tools, guidance, and coordination needed to move VGI from isolated pilots to scalable, investable utility offerings.

Prospective partners are invited to participate in launching and shaping this coordinated national effort.

Why a National Initiative Is Needed

Scaling VGI in Canada requires coordinated national action.

While managed charging represents an important early opportunity, both managed charging and bidirectional VGI face barriers related to market fragmentation, program design, and regulatory alignment. Bidirectional charging introduces additional technical and interoperability complexity that further increases the need for coordinated planning and market development.

Key structural barriers slowing deployment include:

  • 01

    Fragmented technical requirements

Utilities and jurisdictions operate under differing or unclear standards, certification processes, and program criteria. This fragmentation increases cost, creates uncertainty, and discourages product availability.

  • 02

    Limited and inconsistent market signals

Manufacturers are hesitant to prioritize VGI-capable products for Canada without clearer, harmonized expectations and a clear value proposition for their customers. This limits product availability and slows market development.

  • 03

    Regulatory and investment uncertainty

Utilities face uncertainty around long-term technology pathways and lack consistent, defensible approaches to valuing VGI, which are necessary precursors to justifying investments of ratepayer funds and demonstrating measurable system and customer benefits to regulators.

  • 04

    Uncoordinated pilot efforts

Isolated or regionally siloed demonstrations without clear pathways to scale risk duplicating effort and limiting long-term impact.

  • 05

    Customer experience friction

Complex enrollment processes, installation and interconnection requirements, interoperability challenges, and unclear program rules reduce adoption and undermine confidence.

No single organization can resolve these challenges alone. Because the benefits of VGI are distributed across utilities, customers, automakers, and the broader electricity system, scaling VGI requires shared frameworks, aligned technical criteria, and coordinated national action.

Three Pillars for Market Transformation

PILLAR 1

Market Alignment, Standards & Interoperability

A harmonized, predictable, and affordable Canadian VGI market aligned with international standards and supported by interoperable products and reduced compliance costs over time.

PILLAR 2

Investment & Regulatory Pathways to Scale

VGI established as an investable and routinely approved grid resource, enabled by clear regulatory pathways, sustainable funding, and a shared understanding among system planners.

PILLAR 3

Coordinated Deployment & Customer Experience

VGI established as a normalized, scalable, and customer-friendly utility offering delivered consistently across jurisdictions.

Why Dunsky Energy + Climate Advisors?

As an independent advisory firm focused on accelerating and scaling the transition to clean, affordable and reliable energy systems, Dunsky is well-positioned to convene and deliver the VGI Alliance. With deep experience supporting utilities, governments of all stripes, and system operators on electrification, demand-side management, and grid modernization, Dunsky has a strong track record of leading multi-stakeholder initiatives, including the Consortium for Power Efficiency, which brings together utilities across Canada to advance practical solutions for scaling electrification and load management. Together, this experience positions Dunsky as a credible, neutral convener across the VGI ecosystem.
